We promote regulatory test environments that allow governments to experiment, learn and adjust regulation in contexts of high technological uncertainty, without compromising fundamental public objectives. Through the RESMA methodology, we support authorities in diagnosing their regulatory capacities and building concrete roadmaps to move from pilots to sustainable policy instruments, strengthening governance, risk management, and institutional learning.

Productive Digital Transformation Simulator (SimTDP)

The SimTDP is an advanced analytical tool that allows simulating the impact of productive digitalization policies considering the complexity of economic systems. Based on methodologies of economic complexity, the simulator evaluates scenarios with and without public intervention, supporting the design of national strategies, the prioritization of digital investments and the ex ante evaluation of programs, with a focus on productivity, employment and inclusion.

Go Digital

DIGITALÍZATE is a digital self-diagnosis tool for companies, adapted to the productive realities of Latin America and the Caribbean. It allows identifying gaps, strengths and priorities for digitization, reducing decision costs for companies. At the same time, it generates micro key evidence for governments, improving the design of development policies and strengthening the link with the ecosystem of technology providers.

AI Project Guide

We developed a practical guide that translates ethical principles and regulatory frameworks into clear operational decisions to implement AI in the public sector. Through a path structured by phases and steps, the guide helps to define problems with a focus on public value, evaluate when to use AI, establish metrics and safeguards, and document responsibilities, creating a common language between public policy, data, IT and legal areas.

Digital Governance Guide

This guide supports governments in building strong and interoperable digital governance, aimed at improving public services and state coordination. Based on ECLAC’s practical experience, it proposes roadmaps, institutional arrangements and methodological instruments to move towards a more integrated, efficient and citizen-centered State.

AI and the Future of Work

This work stream of ECLAC’s Digital Transformation Lab supports governments in understanding and managing the impacts of artificial intelligence on employment, skills, and productivity. Based on economic analysis, empirical evidence, and public policy frameworks, the initiative offers guidance and tools to anticipate scenarios, design training and workforce transition policies, and promote AI adoption that contributes to quality job creation, reduction of gaps, and an inclusive labor transition in Latin America and the Caribbean.
