The problem we address
Institutional fragmentation and a lack of interoperability limit the State’s capacity to offer quality public services and design integrated policies. Without clear digital governance, digital transformation efforts tend to be isolated, inefficient, and difficult to scale.
What do we do?
We develop a practical guide to digital governance and governmental interoperability that supports governments in building solid, coordinated, and citizen-oriented institutional frameworks.
How do we do it?
The guide combines conceptual, regulatory, and operational foundations with a clearly practical orientation. Based on ECLAC’s technical assistance experience, it proposes roadmaps, institutional arrangements, and coordination mechanisms, identifies priority initiatives, and offers methodological tools for their planning and implementation. In this way, it contributes to strengthening public capacities and moving towards a more integrated, efficient, and people-centered State.
