Regulatory environments for emerging technologies in the Caribbean: frameworks, tools, and global policy lessons

The meeting "Regulatory environments for emerging technologies in the Caribbean: frameworks, tools, and global policy lessons" was held on September 4 and 5, 2025, in Port of Spain, Trinidad and Tobago. The workshop brought together public authorities, international experts, and cooperation partners to analyze the role of regulatory sandboxes as tools for learning and experimentation in the governance of emerging technologies.

Organized by ECLAC, through the Digital Transformation Lab, together with German Cooperation (GIZ) and the Caribbean Telecommunications Union (CTU), the event provided first-hand insight into the Regulatory Environment Sandbox Maturity Assessment (RESMA), a tool designed to assess a country’s readiness to launch initiatives of this kind, as well as the project’s scope and the opportunities it offers to support Caribbean countries in developing their regulatory experimentation agendas.
